Summary[]
Beast's neutralization is successful, and as a reward two more seats are added to the Round Table, the 14th and 15th.
Meanwhile, in the Master Room, inside the Sun, Time, the 7th Master Rule, confirms Beast's neutralization, with Soul saying that it is necessary to defeat the Negators in order to bring Beast to a more validated world. Change then attacks him, asking why Beast lost, since they wouldn't have been able to do that when they fought Sick.
Soul then explains that they, the Master Rules, are both entities that cause torment to humans and those that can be used by the Negators as weapons. The Negators have begun to unconsciously use this ability, and there are three rules that can be used in that loop: the rule that transcends physical boundaries to relay information to others (represented by Soul himself), the rule that acts as a trigger to accomplish that (Death) and the rule that allows growth in those who accept what souls have to offer (Change).
Juiz understood this, but she failed to embody these qualities. Precisely for this reason she passed the baton to the Negator of Luck, Fuuko Izumo, the person who can best use these three rules.
Change then states that it sounds like Soul is saying that they will lose, which Soul states without issue. Change, Luck, War and Sick then rise to attack him, but Soul states that they actually lack experience, explaining how Unjustice was able to perform 100 loops without ever giving up its seat, suppressing their Master Rules and preventing them from notice that last bit of potential.
As Fuuko, Haruka and Top, along with Julia, prepare to return to Union, Fuuko states that she wants to tell the others about the Soul Rule. Fuuko however states how the Master Rules will try to stop them from getting stronger, while Soul states all they have to do is stop them, and that it's already too late for them.
Fuuko is then enveloped in a white aura, which causes her, Haruka, and Top to lose their voices. Soul then asks Language how long he will be able to maintain her Phase 2 ability; Language states that she will be able to keep it for half a day, and that in her Phase 3 she will be able to do it for longer. Soul believes that it is enough anyway, and that for that time they will not be able to use their language. And before the skill ends they will have to eliminate the Negator with the greatest knowledge of souls first: Ichico Nemuri.
While Language reads sitting on Zack's bloody body, Nico steps in front of Ichico trying to protect her.
