Fuuko Izumo (出雲 風子, Izumo Fūko^?) was member no. 10 of the Round Table before becoming no. 1 and it's leader. She is a Negator with the alias Unluck.

She lived in Japan before becoming a member.

Appearance

Fuuko is a curvy young girl of short height with brown eyes. She is normally well covered up with jeans, a jumper, gloves and a beanie that has the words "Good Luck" on it. After joining the Union, she wears the standard suit and necktie.

She had really long black hair that could reach the ground until Andy cut it to be a short bob during their first encounter.

After the 170 year timeskip and becoming the new leader of the Union, Fuuko's hair has grown to a similar length as it was in Chapter 1, which is usually tucked under her clothes. Through nearly two centuries of rigorous training has also developed a well muscled and athletic physique. Her standard outfit retains her beanie and red gloves, but now consists of a white and black long-sleeved t-shirt with the words "Good Luck" at the center and ripped jeans with her Union necktie now tied to her left arm. She also now wears tape on her right cheek.

Personality

Initially, Fuuko was depressed and suicidal. She detested her Unluck, which forced her to remain an awkward shut-in. She had an obsession with shojo manga, and tried to kill herself as soon as her favorite series ended

Through her journey with Andy, she quickly shed her suicidal thoughts. In many cases, she has shown an unyielding determination and conviction towards her goals, no matter how tough the situation may be. Though she remained occasionally awkward and fearful.

Fuuko has shown to be extremely sweet and caring of those around her, such as when she decided to make friends with Tatiana to make her feel less lonely after Gina Chamber’s death, or when she learned to love UMA Spring during the quest to neutralize him.

After 200 years of lived experiences, she developed a far more confident, and at times overbearing personality, quite reminiscent of Andy. She showcases incredible leadership as the No. 1 seat of the Union, both while planning and out in the field.

Plot

History

Fuuko lived with her parents in Tokyo as a normal girl up until when she was 8 years old. Her parents were going overseas for a week on business, so Fuuko made sure to hug them a lot and give them a kiss on the cheek each. However, this was when Unluck manifested and thirty minutes later, the plane her parents were on experienced engine trouble that set it on fire, resulting in their deaths along with the 270 other passengers on the plane. Fuuko lived with her grandfather from that point on. Over the years, Fuuko discovered Unluck and its activation requirements as she constantly caused accidents that hurt the people around her, such as giving her grandfather sprained legs after kissing him on the cheek. After one incident caused by Unluck, Fuuko was introduced to "To You, From Me", which was her mother's favorite manga and she quickly became hooked. Eventually, Fuuko decided to drop out of middle school part way over Unluck and her grandfather's death around the same time, becoming a shut-in. The manga then became her only source of comfort in the years in isolation that followed.

On August 1st, 2020, the 101st and final volume of "To You, From Me" released, which was also the day Fuuko decided to end her own life.

Intro Arc

After finishing the last chapter of "To You, From Me", Fuuko declares it's time to end her own life by jumping off the bridge at Shinjuku Station in front of an incoming train. To deter anyone from intervening and potentially getting hit by Unluck, she brandishes a knife and claims anyone that touches her will contract a deadly disease and die. By chance, a shirtless man passing by overhears her and approaches her, getting stabbed when Fuuko gets distracted checking for the next train to pass by, much to to her shock.

Ragnarok Arc

Following the neutralization of Spring, Andy tells Fuuko his plans to take her on even wilder adventures so the two can fall deeper in love and he can finally die. However, just as she agrees and repeats Andy's catchphrase, Ruin suddenly appears from behind and stabs her through the chest with Shadow. Because of the way she is dying, there is no method to revert her injuries, forcing Juiz d'Arc to sacrifice her points so Andy and Fuuko can travel to the future, where Ghost is added, saving Fuuko by becoming a ghost after her physical death. She is then taken by Ghost, who is then drawn to Ruin and told to eat her, causing her to be taken hostage. She is then put out of commission for a while as Andy tries to save her before the world ends. When Ragnarok is hastened thanks to Nico betraying the Union and Andy is knocked out by Rip Tristan and Latla Mirah, Victor advises Andy that the only way to make things right is for Fuuko to become the new leader of Union, so Undead and Unluck can defeat the Gods.

Fuuko is then revived after a tense battle between Nico Vorgeil and Ghost against Andy, in which the Negator is absorbed by the UMA to achieve Phase 2 and holds her hostage by keeping her in front of his core, only for Nico to regain control and pull out Fuuko's soul, allowing Ghost to be defeated. With Mico Vorgeil's help, her body is resuscitated. Now revived, Fuuko reveals that even as a ghost, she could sense everything that happened beforehand and tearfully asks Andy why so many good people are dying due to tragic misunderstandings, and if she really can become the new leader of Union. Eventually, some encouraging words from Tatiana convince her to keep moving, and to become friends with the next loop's version as well. After getting by Ruin and reaching the Ark, Juiz reveals a way to bring back the people of the previous loop and the truth behind Andy's creation; Remember. After Andy and Fuuko share one last kiss, he, Victor and Juiz then head out to stop Sun and its Regulators from reaching the Ark. During which, Fuuko meets Luna, UMA of the Moon and callous guardian of Earth. As Fuuko cries over everyone's struggles and Juiz's death, she becomes enraged when Luna heartlessly laughs at the Negator's efforts. Eventually, the looping process succeeds, and Fuko manages to escape the 100th Earth being destroyed, and then, with a furious stare, states she will rebuild the Union with everyone and take down both Luna and Sun.

Union Arc

Fuuko returns from the Ark in 1800. After a 172 year time skip, she is first shown saving Akira Kuno from becoming Unknown again where she explains that she been working on rebuilding the Union while Andy goes out and gathers Artifacts for when the time comes. After sending him home, she then reveals to Move her plan to save the Negators from their tragedies to prevent any falling outs. She first approaches a younger Nico Vorgeil, the only man smart enough to believe what she is saying, before going on to save Ichico Nemuri and Gina Chamber from their tragedies before staring the quests again. It is revealed during Gina's rescue attempt that she seems to have made a deal with Feng Kowloon to only hunt UMAs in exchange for the two of them battling.

She then starts the quests, only to take advantage of "skipping" to reach the next tragedy; Void's. After helping Gina gain control over her powers by allowing herself to become a book and have her meet her previous loop self during the Autumn quest, she then further helps Ichico and Nico by separating Ichico soul from her body, allowing Unsleep to finally rest. She then helps Void by taking the place of his victim/opponent and fighting him in the ring, where she survives his manifesting of Unavoidable and he wins after a tense match, allowing him to leave the boxing scene without regrets.

Negator War Arc

After the first set of quests are completed, Fuuko then tells everyone about Remember and what she wants to do, but as it's located in the middle of a war, she recruits Yusai, Isshin the 12th and Sean Datz. At the same time, their mission to stop the war doubles as saving Billy Alfred, Tella and Creed Deckard, all members of this war, from their tragedies that would end with them being left for dead by their superiors to claim the superweapon Disc. However, she stops it all by preventing anyone from dying and manages to claim Disc first, recruiting Creed after defeating him once his Undecrease manifests. When it comes to saving Billy and Tella and preventing them from forming Under again, she challenges Billy to a quick draw match on top of Disc, and wins using her Unluck, causing the gunslinger to manifest Unfair with different requirements after he witnesses her teammates' trust in her.

Abilities

Through her training with the Union and her exploits in the 101st loop, Fuuko has gained some mastery in martial arts, so much so that she was able to defeat Feng Kowloon and injure Void Volks. Additionally, she has shown remarkable sharpshooting capabilities, such as when she took out the periscopes of multiple tanks with a sniper rifle.

Exceptional Martial Artist: Fuuko becomes a great martial artist after being taught and trained by Shen Xiang, adopting some of his abilities, learning various techniques and learning to create her own in conjunction with Unluck. She is very skilled in hand-to-hand combat, beating Feng Kowloon on multiple occasions, holding her own against Void Volks in a boxing match, and defeating multiple fighters alone in Feng's tournament.

• Mountain Strike (捌廻山靠, Hakkai Zanko^?): An ability Fuuko was taught by Shen. Fuuko dashes at the enemy delivering a powerful body blow with her upper back and or shoulder.
• Shadowless Mountain Strike (無影山靠, Muei Zanko^?): Fuuko delivers a Tetsuzanko while under the effects of Sean Datz's Unseen. Having the strength to knock Creed Deckard unconscious.
• Lashing Step Cannon (, Zesshou Hohou^?): Fuuko dashes forwards at high speeds and delivers a powerful punch anywhere on the body. This ability was fast enough to break through Void's guard and allowed Fuuko to deliver a strong blow to his face.
• One Inch Punch: Fuuko uses a form of Kenpo to deliver a powerful short range body blow. It's noted that Nico Vorgeil was unable to eat for three days after being hit with this ability.
• Spirit Wave Palm (, Hashinsho^?)

Negator Ability

Unluck (不運 (アンラック) , Anrakku^?): Fuuko has the ability to negate the luck of anyone who touches her bare skin, causing them to suffer great misfortune and in some cases death. The ability won't trigger by touching her through her clothing and the misfortune will only begin after the afflicted person has stopped touching her. The effects of her ability are altered by how intimate the touching was and by her relationship with the person in question. Later, through expanding her understanding of love, she learns how to imbue Unluck into objects she treasures. Examples of misfortune that may ensue are:

• Falling off of a bridge and being splattered by a train.
• A plane catching fire and exploding, killing everybody on board.
• Being crushed by a falling crate of bananas.
• Being crushed by falling rubble.
• Being struck by lightning.
• Being hit by a meteorite.
• A serious traffic accident.
• An underwater volcanic eruption.
• A gunpowder store blowing up.
• The ground being split open.
• Multiple meteorites falling from the sky.
• Getting hit by a truck and being flown into the ocean at a shark.
• Tatiana falling from the sky on Andy.

Unluck Whip (不運 (アンラック) 髪 (ウィップ) , Unluck Whip^?): Fuuko uses her hair to whip at her target, causing Unluck to unfold.

• Unluck Whip - Dempsey Bad Roll: Similar to Unluck Whip but combines it with weaving and punching in a sideways eight pattern.

Bad Bullet (凶弾 (バッドバレット) , Bad Bullet^?): Imbuing objects she cherishes with Unluck and then having it make contact with the target, she can bypass the need for her to like the person to activate Unluck. This can range from actually bullets to tape she wears on her skin.

Nostalgia Bullet: Similar to a Bad Bullet, Fuuko can imbue Unluck to an object that is "etched into Fuuko's memories" after a certain period of time, and once another person makes contact with it, Unluck is spread to both the object and the target.

Evasion: As a result of her history of needing to avoid physical contact with people, Fuuko has developed the special skill of slipping through groups of people cleanly.

Soul Bullet: During the fight against Beast, Fuuko managed to understand how to use her soul, similarly to how Andy does. After receiving some words of encouragement from the previous wielders of Unluck, she can fire her soul at a distance, allowing her to impart Unluck through it.

Equipment

Union Suit: Fuuko wears the standard Union suit which is bullet-proof, stab-proof and all-around tough in general.

Union Necktie: Fuuko possesses the Union's necktie which grants access to a number of public services and organizations as well as a universal translator.

Union Emblem: Fuuko possesses the emblem of Union which she wears as a badge on the left side of her chest.

Revolver: A seemingly standard revolver, identified by Billy as a double-action. In loop 100, this was an artifact gifted to her by Rip Tristan, but it had no known effects nor a name. It is unknown if the revolver she uses in loop 101 is this same artifact, or just a generic handgun.

Bad Bullets: Fuuko wears several bandoleers of hand-crafted bullets around her left arm for easy access to her Bad Bullet technique, letting her easily inflict Unluck at a distance regardless of her fondness for the target.

Relationships

Andy

Fuuko was originally scared of Andy due to his bizarre personality and his Undead abilities. However, their relationship develops overtime, especially when Anno Un sends her inside Andy’s memories to learn more about him.

Andy is responsible for saving Fuuko’s life, and giving her back her will to live. Similarly, Fuuko helped Andy move past his suicidal wishes, to the point he became willing to live for billions of years just to see her again. They share romantic feelings for each other, with their romance being a very major focus of the plot.

Tatiana

Fuuko and Tatiana are good friends. Fuuko doesn't show any indifference to Tatiana despite her being in a robot suit. They have several common interests, such as shoujo manga and plushies.

Etymology

Her name in Japanese order, Izumo Fuuko, sounds a lot like the phrase "itsumo fukou," which means "always unlucky" in Japanese.

• The name Fuuko means "wind, breeze, way, manner, blaster, gale, gust, sirocco, method" (風) (fuu) and "child" (子) (ko).
  • Fuuko's given name starts with the kanji 風, meaning "kaze" or "wind" in English. 風の吹き回し (kaze-no-fuki-mawashi) is a Japanese idiom that's used to describe a stroke of luck, referencing her power Unluck.
• Fuuko's surname Izumo means "exit, leave, go out, come out, put out, protrude" (出) (izu) and "cloud" (雲) (mo).
