Master Rules are a set of 101 rules chosen by God after all the Negators lose to Ragnarøk and will never disappear, even if the UMA representing them is slain. This aspect was demonstrated in the 100th loop with different languages existing even after Language was neutralized until all languages were unified into English as the quest reward and Magma, Gravity, and Slice's rules still existing despite Andy having neutralized them during the Ragnarøk arc. Any UMA can become a Master Rule if chosen. For example, in the 101st loop, a previous UMA added in the 100th loop as a penalty, Galaxy, is made a Master Rule in this loop. This allows for stars and aliens to exist from the start, and greatly influence Phil's tragedy.
While the UMAs chosen as Master Rules possess absolute power, the "Ten Superior Rules" are the strongest of them all, taking human-like appearances and remain within a space inside the Sun called "The Master Room", a counterpart to the Union's Roundtable.
However, while the Superior Rules usually appeared in every loop, Unjustice has allowed them to be more manageable, as shown with Nico off-screen defeating Language before it was revealed she was a Superior Rule, and by Soul who explains how Juiz suppressed and killed the Superiors before they were too dangerous. In the 101st Loop, their manifesting on Earth was prevented thanks to Andy, who has been holding them back with his soul as a seal. This lasted until Andy was weak enough for Sick, the weakest of the group, to manifest in a Quest. Following said Quest, Andy's seal has weakened further and the Master Rules are now able to manifest during Quests, with Beast and Language being next two to manifest on the Earth. They have both been defeated as of the Language Arc, giving the Roundtable two seats each.
The "Ten Superior Rules" have shown themselves to be able to access their Phase 3 naturally, something only seen being done by Spring when he was controlled by God.
