At some point, Unbalance was encountered by Billy, who harmed or threatened them sufficiently for him to able to copy the negation using Unfair.
Spring Arc[]
Billy revealed that he had copied the Negator ability of Unbalance during his battle against Andy and Fuuko; confirming that he wasn't limited to just using abilities from the members of Union.[1]
