Under (アンダー Andā?), also known unofficially as the Negator Hunters, are a group of Negators that oppose The Union. Due to their pasts, they seek revenge against the world and hope to build up an army of strong Negators to take it over.
A small group of them, led by Rip, serve as the antagonists of the Unrepair Arc.
It's later revealed that Billy is the leader of the group and plans to work with them to complete the quests and kill God, as he takes the Roundtable and Apocalypse to them. They serve as a major antagonist for most of the series up to the Spring Arc, following which, they join with the Union to try and prevent Ragnarok.
The Negator War Arc would retroactively reveal that Billy, Tella, and Creed are the founding members of the Under. Due to events playing differently in the 101st loop, Under no longer exists, as all three founders have peacefully joined the Union following the aversions of their tragedies, and all would-be members having also been recruited by the start of the Untouchable Arc.
Overview[]
Under was formed by three survivors in a war over Disc: head of mercenary group Horizon Balance Billy, his communications officer Tella, and the enemy leader Creed, who were left to die thanks to their Negator abilities awakening and the superweapon being stolen. After Billy joined the Union for his own plans of a better world, seeing the people Juiz had recruited made him doubt they could slay God, and so the three of them worked to gather forces as Billy kept up appearances so to take all their Negator abilities with his Unfair.
Rip, Latla, Feng, and Creed would first appear in Unrepair Arc, Rip being the initial target of the Union after his location is revealed, as well as being responsible for Unseen being unobtainable, leading to the addition of Galaxy. However, Rip proves to uncooperative, and Andy seemingly kills him during the scuffle for another Negator, Chikara. However, he survives thanks to Feng using an artifact on him, reviving him in exchange for both of them becoming younger. Rip then formerly introduces "Under" to Fuuko and Andy, warning them before leaving.
Once the Four Season Quests were announced at the start of the Unbelievable Arc, Billy seemingly reveals his intentions to drop a nuke on the UMAs before betraying the Union, stealing the Roundtable and copying most of the Negator's powers in the process. He tries to have Tatiana join as well, but Fuuko convinces her to stay, while the young girl is still left heartbroken over the betrayal.
During the Four Season Quests themselves, Rip, Latla, Seen, and Backs are sent to locate "Anno Un", giving the prophet's knowledge of the future. Sean is killed by Andy when attempting to murder Fuuko, and Rip is restored to his original age thanks to Akira sacrificing his own artifact and proxy body in the process. Juiz confronts Billy about the true nature of the Loops and Ark, and fight for dominance over Winter, but Billy manages to repel her. Feng is sent to locate Summer, but the martial artist willingly helps it reach Phase 2 to become stronger, even killing Shen in the process. In the end, he is defeated and imprisoned thanks to Mui gaining Untruth afterwards.
Tella appears to negotiate with the Union when Winter begins to kill the world with ice, eventually promising to kill it if Fuuko goes with them. Billy then uses Burn to kill the UMA. While at Under's base, Fuuko is attacked by Creed, wanting revenge for what happened back on the cruise ship, but is protected by Latla witness them try and nuke Spring thanks to Creed, but the UMA disables the weapon, forcing the negators to plan a on-the-ground assault. Fuuko works with Clothy to alert the Union about the day of the attack, allowing the Union to fight most of Under on the day of the raid.
The battle itself is cut short when Fuuko reaches Spring and challenges it to a three-match game, the various negators used as a pieces. Billy witnesses Fuuko's Unluck reaching Spring, and when the UMA is forced to go on a rampage, has his team work with Union to defeat it. When Spring is successfully negated and Fuuko is assassinated, Billy willing lets Juiz into Under's base, letting her make a deal with Luna to allow Andy and Fuuko to skip ahead one week so Fuuko's soul can be preserved. Once Ragnarok begins in earnest, Under willingly works with Union to stave off the end, though Rip and later Latla go rouge to steal Andy's points and ride the Ark to save Leila.
When the Regulators fasten Ragnarok and inflitrate the Union base by using Nico, Billy steps up to help Tatiana fight off Ruin, revealing his true Negator power and the reason why he betrayed everyone in the process. Once Sun manifests on Earth as Fuuko begins to loop, just about every Negator work together to protect her, even Feng, who had been silent since his defeat. They success in protecting the new leader of the Union, but are all wiped out and reincarnated into the next world in the process. With Fuuko and her new Union prevent the tragedies of Under's three founders during the Negator War Arc, Under no longer exists.
